It is not a new
concept that hazardous materials are easily transformed into
terrorist weapons. And the possibilities are endless,
from explosives, radioactive materials, nerve gas, blistering
agents. Common flammable liquids have been targeted for
plots to cause mass destruction.
Since 9/11, the Department
of Homeland Security has aggressively proposed and adopted
new security standards and regulations
for the hazmat transportation industry and chemical facilities.
